CONFLICT OF INTEREST POLICY

The agency known as Transylvania County Child Development operates a non-profit childcare center. This agency requires all staff who work with both, providers and parents, enrolled in the state’s Subsidized Child Care Program, to follow this Conflict Of Interest Statement: staff of the Transylvania County Child Development must allow parents/responsible adults to choose child care services that best support their family needs without influence from agency staff. Staff may provide information related to the provider’s fees, location, type of childcare license, hours of operation, transportation, program and activities offered to help parents make an informed choice of quality child care. Staff will provide parents/responsible adults with the agency’s Child Care Resource and Referral brochure, which provides families with information related to choosing quality childcare. Staff must honor “Parental Choice” of childcare provider at all times. Families transferring from one childcare program to another childcare program must be treated impartially without reaction or opposition from staff.

The agency’s list of childcare providers must include all childcare providers, so that this list is fair and provides respect for all providers and is inclusive of the agency’s child care facility. Staff must not use separate childcare licensing requirements, other than those set by the Division of Child Development, to select childcare facilities to participate in the Subsidized Child Care Program.

Staff agrees to provide the agency’s brochure listing all legally operating facilities to parents so that parental choice will be maximized. Staff agrees to encourage parents to visit child care facilities and place their child(ren) on waiting lists at the childcare program of their choice, if appropriate.

Staff agrees to refer parents/responsible adults to all legally operating childcare facilities. Staff agrees that they will not make provider recommendations to families, but will encourage parents to check the references and credibility of each provider before selecting a childcare option.

As the agency chosen to administer Transylvania County’s Subsidized Childcare Program, Transylvania County Child Development and its staff ensure separate management of the daily operation of its childcare center and the administration of its Purchase of Care Program.
